Add Hover and Move functionality

Currently, the tool sends MIDI signals whenever the skeleton co-ordinate changes its value. This poses a problem in that all the movements by the user are captured and converted to MIDI signals. There is no way for a user to move without inadverdantly sending signals. This is not acceptable.
 
The proposal is to implement a Hover and Move functionality similar to a typical xbox user experience, where the user specifies a movement by hovering or gesturing, then makes the required change, then locks the value, and then ends the change operation.
 
The user should be able to:
 
View a UI control that indicates the currently set value.
Hover over a control for a configurable number of seconds to indicate that the user intends to change the currently set value.
Get a feedback from the UI control that the system recognises that the user intends to change the control value.
Able to change the value to his liking by changing his skeleton co-ordinates.
Indicate that he has set the value to his liking by stopping his movements.
Get a feedback from the UI control that the system recognises that the user has finished changing the control value.
Lock the value set by the user, and stop tracking the user's movements,  thereby enabling the user to moe freely again.
